Need help creating an HTML page for my rules

So I wanted to make my rules layout like this forum except in an HTML page

Thank you so much for responding. The staff at ForuMotion never responded to me. I don't want to steal other's works, but I would like a layout to the rules that is something similar to the first link? Like have a shape.
But instead of the ForuMotion monster on the circle, I want this
